In November of 2004, State of
Indiana lobbyist to preserve Indiana Military presence, Bill Cassidy
informed
us that Encroachment was the #1 issue of importance for Crane
preservation in the BRAC (Base Closing process).
The 3C routing of I-69 was chosen when it was believed that development
would help the base. It would bring I-69 the NAFTA Free trade
interstate to within thousands of yards of two sides of Crane.
Opponents of New Terrain can understand why those concerned
about Crane jobs and economic benefits would be highly nervous.
HB 1022
is "emergancy" legislation blaming County landowners and
rural Counties for zoning that doesn't even exist. Frankly this
bill is expressing nervous remorse saying we will be good...we won't
encroach.
We think I-69 is the encroachment engine. A request to
Federal Highway for a revision to the Record of Decision for I-69 would
send a much stronger message that we take this issue seriously.
HB1022 may be too little too late.
