Southern Indiana Business Alliance, a lobby group of business men with Bloomington business and Department of the  Defense contract connections have have long advised that Crane needs development that I-69 will bring.  They claimed that this would provide Crane strength in the BRAC process. 
As retired Navy personnel Governor O'Bannon relied heavily on their advice in choosing the 3C route for I-69.
