It is a matter of to whom our Governors and INDOT listened.  Citizen's for Appropriate Rural Roads (CARR) pointed out after the previous BRAC military base closings, by far the majority were on interstate highways.  Fort Benjamin Harrison in Indianapolis was in the center of I-465 which has the most interstate connections of any city/loop in the nation.
