Regarding Costs/ Funding: It is often said that I-69 will be built with 80% federal funds. This is true only because INDOT is funded by federal funds. These funds are all collected at Indiana gas pumps as the 18¢ per gallon that we pay in federal tax. A maximum 90.5¢ per dollar is sent back of whatever we Hoosiers pay in, regardless of any projects, I-69 or whatever. The Federal money must be matched with 20% state gas tax money also collected at Indiana gas pumps. Taking INDOT’s entire eligible annual budget to build one project would make it 80% paid for by federal funds. Still every other road in the state would get nothing. An Indiana Senate Budget report concluded: "To fund I-69, INDOT would have to pledge all of its "expansion" funds, _ 21% to 25% of it entire construction budget _ to I-69 every year for 14 years to complete the project." This has been confirmed by our independent look at INDOT budget plans. Spending this money is no different than spending any other Indiana tax dollar.
