On November 7th
in a 19 page comment to the DEIS the the EPA requested further consideration
of US-41 and I-70 and announced unwillingness to issue permit for routes
3, 4, & 5 to pass through the Patoka Wildlife Forested Wetland Preserve.
Calling this "routine", INDOT scrambled. November 13th, 2002, six days after the end of the public comment period, INDOT reacted with the "mutant"/"hybrid" route. It is their effort to save alternative #3 B & #3C past Bloomington. |

We have noted a few problems with this hasty INDOT proposed "hybrid" or "mutant" route.
An increase in home destruction aka "relocations" of the "hybrid" alternative.
COUNT US! represents PEOPLE, CITIZENS, FAMILIES, TAXPAYERS, OUR HOMES
AND NEIGHBORHOODS ...get the point.
INDOT, O'Bannon, Kernan, Nicol, Bernardin- Lochmueller & Associates,
and the DEIS care little about homes, but we think this is most important.
Alternative 3 was already among the most destructive to homes. Now
it is the clear winner. The new "hybrid / mutant" alternative
#3 is severely impacted by this category of study.
The hybrid or mutant alternative creates some major changes for the study:
The "hybrid" route #3 to Bloomington, begins as the route previously used by Alternative 2 heading north from I-64 to above Vincennes along US 41. At IN-67 the route parallels IN 67 then cuts due east on yet to be studied new-terrain along the Daviess / Greene county line.*
Data from DEIS tables below predict studied increases in homes destroyed for the "hybrid" alternative. From DEIS tables "Home Relocation Estimates"

* The relocations are assumed as zero in the new unstudied (hybrid) section of the route. SEIS study of relocations may be greater, but not less.
** Some of these houses between Newbury and Crane will be included in the new hybrid. SEIS study of relocations will be greater, not less.
Of great concern to COUNT US!, INDOT and the DEIS has totally biased the study to not care about People, Homes and Neighborhoods, but if such things matter to you join COUNT US!
