When asked by an Indianapolis Star reporter his opinion about The Federal Highway Administration approval of the first Tier of the Environmental Impact Study for I-69, COUNT US Director John Smith surprised himself with this answer:

Federal Highway approving Governor Kernan's route for I-69, is like a parent allowing a teenager to get an ugly tattoo on his forehead.

The reporter rather set back by an odd statement said, "What?"

Smith explained:

It's our money.
It's a bad choice that is not going to help us find jobs.
It is going to be ugly the rest of our lives.
